Islesboro Affordable Property is the oldest functioning affordable housing program among Maine’s midcoast islands. It was founded in response to growing recognition of the problem of affordable housing on Islesboro. Island resident Steve Miller was an early proponent and the first director. The organization was incorporated and designated as a Nonprofit 501(c)3) in 1989. IAP’s mission and purpose has remained consistent throughout the years: ‘To create and provide housing that is affordable for full-time residents of Islesboro thereby contributing to the maintenance of a vibrant and active year-round community’.

The first project was the construction of the Ruthie James subdivision, a group of owner-built houses on land purchased at a favorable price from the Ruth James estate. Many board members and volunteers from the community collaborated in funding, sourcing and physically building those houses. Two of those first eight houses are still occupied by their original owners.

Over the ensuing years, additional homes were built or purchased and renovated with partial support by grants from Maine Housing Association as well as private individuals or foundations. Land was donated by the town, private individuals or purchased affordably. Some homes were sold back to IAP and are currently rented, others were built to rent. All remain within the affordable range and covenants restrict the sale prices.

History of IAP

1988-1989 IAP was incorporated in 1989, the result of groundwork laid in the late 1980s in response to affordable housing concerns. Steve Miller was the first director.

Early ‘90’s IAP begins work on the Ruthie James subdivision. It features eight owner-built homes on 13 acres purchased at discount from the Ruthie James estate.

2002 IAP builds a ninth home near Dark Harbor.

2006 the first house on the Maple Grove property is completed. It provides a home for a long-time resident and middle-school teacher at Islesboro Central School.

2007‍ ‍A second house — an extended 3-bedroom, 2½-bath Cape — is completed at Maple Grove. It provides a home for an ICS teacher & principal, and her family.

2011 ‍IAP receives a $350,000 grant from MaineHousing to build two more houses on donated land adjacent to the Ruthie James subdivision.

2012-2013 ‍Two houses are built on the new Reeby Road, expanding the Ruthie James subdivision.

2025 ‍IAP completes two more homes - The Schnur Cottages on Rick Rogers Lane, off Reeby Road, on land donated by Mark Schnur. The houses were funded by a grant from the Maine Housing Authority, a loan from the Genesis Fund, and private donors.

2025-2026 ‍IAP builds the first Town Center Duplex on Rick Rogers Lane, with a second to be built in 2026.
